MEMORANDUM <br /> ~ - OF <br /> UNDERSTANDING ~ , <br /> BETWEEN <br /> THE CITY OF EUGENE <br /> AND ~ _ <br /> AMERICAN FEDERATION OF STATE, COUNTY & MUNICIPAL EMPLOYEES <br /> <br /> C <br /> The American Federation of State, County & Municipal Employees (AFSCME) and the City of <br /> Eugene agree to the following regazding the provision of custodial services at the new Main <br /> Library. <br /> 1.) The City will fill the custodial positions at the new library with City staff. <br /> <br /> I <br /> 2) By January, 2004, the City may begin reviewing the staffmg requirements, cost and quality of <br /> the custodial services provided by.City stafE~ <br /> 3) If the City is still interested in comparing the City custodial staff with outside contractors, - <br /> AFSCME will work cooperatively with the City to determine if there is a more cost effective way <br /> to provide these services with City staff. . <br /> ~ 4) If after working cooperatively on the staffing analysis, the results show that an outside <br /> contractor could meet the City's .standards for maintenance and do so at lesser cost, AFSCME will <br /> support the processes for contracting according to the collective bazgaining agreement.. <br /> 5) The intent of both parties is to continue the effort to develop a eom etitive services evaluation <br /> P <br /> and costing model throw the Joint Labor Man ement Relations ommi <br /> ~ ag C ttee.
