i <br /> CITY OF EUGENE <br /> REQUEST FOR QUALIFICATIONS No. 2000200087 <br /> TRAINING CONSULTANTS <br /> The City of Eugene invites professional training consultant companies and independent <br /> contractors to submit qualifications relating to their ability to provide training for city employees. <br /> ~ INTRODUCTION <br /> i <br /> City employees need a wide variety of training to be effective in their jobs. For training that <br /> applies to a broad range of employees in many departments, the City intends to establish a <br /> pool of experienced training consultants who might meet those needs. When a specific training <br /> need occurs, the City will review the qualifications of companies and independent contractors <br /> listed within the pool. If an appropriate provider is available, the City would enter into a contract <br /> with that provider for that project. <br /> QUALIFICATION AND SELECTION PROCESS <br /> The City Purchasing Office will establish a pool of qualified contractors for use by City <br /> departments. Inclusion in the pool does not guarantee that a contract for services will be offered <br /> to the contractor. Qualifications will be reviewed by appropriate City staff for compliance with all <br /> requirements of the Request for Qualifications (RFQ). All consultants will be notified of <br /> acceptance or rejection of qualifications. <br /> The City may request additional information or documentation before making a decision. Oral or <br /> written examinations may be required if necessary to demonstrate the consultant's knowledge <br /> and skill in training delivery. Additional information, oral or written, may be required before <br /> negotiating a contract for any specific training, as well. <br /> The provisions contained in the REQUIREMENTS section below constitute the minimum <br /> <br /> j requirements for acceptance into the contractor pool. <br /> Attachment 1, The "Personal Services Contract," is the City's proposed agreement and may be <br /> subject to modifications. The prospective consultant may take exception to any of the <br /> specifications in the proposed contract. Prospective consultants who cannot meet every <br /> requirement of the specifications need not consider themselves unqualified to respond. <br /> Consultants taking exceptions should clearly state them in writing on a separate sheet of paper <br /> titled "Exceptions," and should offer alternatives to replace the expected requirements. <br /> SCOPE OF WORK <br /> The City contracts for a variety of training, some technical and applying only to certain <br /> departments and occupations; some general, and applying to many employees. Consultants <br /> are encouraged to submit qualifications for any training for which they feel qualified. <br /> REQUIREMENTS <br /> The companies and independent contractors qualified for this pool must have at least two <br /> years' experience as training consultants to organizations. <br /> <br /> i <br /> <br />
