i
i
~ HR Board Meeting Notes -April 22, 2004
McNutt Conference Room -1:30-3:OOpm
Board Members Present: Lynn Reeves, Marilyn Nelson, Jeff Lankston, Rob Everett,

i Todd Anderson, Keli Osborn, Sue Cutsogeorge & Sarah Medary
I
Facilitator: Lynn Reeves
Note Taker: Sandy Neal
Next Meeting: May 13, 2004
i
• New Recruitment System (NEOGOV) -Michelle Cline & Lynn Stimson
1
? Michelle and Lynn did a presentation and briefing on the NEOGOV
recruitment system (on-line employment applications)
? A handout was provided detailing options for department roll-out
and a proposed communication plan
? NEOGOV on-line application system will go "live" May 21 and 22
? Applicants for city positions will have access on May 22 to the new
system
? Work is continuing with the vendor to make adjustments to fit City hiring
needs. The application system was originally designed for Civil Service
use. The City of Eugene is the first non-Civil Service employer to use
NEOGOV.
? Applications will be stored on NEOGOV's server
? Recruitments staff expect in one year about 75 percent of applicants will
use the on-line process
? Applicants who choose not to use the on-line application process can still
submit a hard copy application. HRRS staff will enter basic applicant
information into NEOGOV and then scan the hard copy application into
the new system.
? A workstation will be provided in the lobby of HRRS in the future for
public use. Wiring for access to the public internet still to be installed.
? A list of community resources for internet access will be developed and
provided to the public. The list will include the Library.
? HR will continue to screen for minimums. Some departments, like Public
Works, may choose to do their own screen of applicants.
? The question of printing hard copy applications was discussed again.
? The system is designed for supervisors to review applications on-
line. HR can print a bulk Adobe file, but departments would have
to print each application individually. There is the capability of
HR sending the Adobe file to the departments if requested.
? The cost of printing applications and keeping them secure were of
concern.
? Agreement was, that for now, supervisors should try to screen
applications on-line first.
HR Board Meeting Minutes
Apri122, 2004
