When giving testimony unrelated to their assigned City responsibilities, <br /> j City employees should present themselves as private citizens and not use <br /> information or facts that have come to them by virtue of their employment and <br /> are not subject to disclosure to the public. In public participation in matters of <br /> personal interest, employees should conduct themselves so as not to impair their <br /> working relationship with other employees or with public officials. <br /> When a question is raised as to the possible conflict of interest in the public <br /> activity of a City employee or of an employment applicant, the City Manager will <br /> j determine whether a conflict exists. Employees should contact their supervisor if <br /> they have questions. <br /> <br /> a The approval of the City Manager's Office and the Council and <br /> Intergovernmental Services Division is required before employees may use their <br /> official authority or influence to affect the funding or service activities of other <br /> j agencies. In addition, all written materials which endorse, support, or criticize an <br /> organization's activities or its relationship with the City and which will be <br /> submitted to other agencies or interagency bodies must be reviewed by the City <br /> Manager and the Council and Intergovernmental Services Division. <br /> 3-213 Political Activity and Provision of Election Materials (Revised 09/16/02) <br /> 3-213.1 Employees may assist in the preparation of voter materials on <br /> election measures when directed to do so by their Executive Manager or <br /> the City Manager. Prior to any involvement by a City employee in such <br /> activities, the employee shall be given a copy of this Section 3-213. <br /> 3-213.2 Information materials about election measures prepared by the <br /> City for release to the general public shall be educational and not <br /> promotional. The material shall be balanced and review the relevant <br /> principal effects of adoption of the measure, with careful consideration of <br /> such factors as style, tenor and timing. <br /> 3-213.3 The provision of information should not be timed to create <br /> controversy immediately prior to an election. <br /> 3-213.4 Use of bombastic verbiage or extreme statements in municipal <br /> publications on ballot measures should be avoided. <br /> 3-213.5 If a forum is made available by the City to those on the one side <br /> of an issue, it must be provided on the same terms to their opponents. <br /> Human Resource and Risk Services Revised: 09/16/02 <br /> <br />
