i <br /> I <br /> i <br /> City of Eugene <br /> Human Resource and Risk Services Policies <br /> 3-200 GENERAL EMPLOYMENT POLICIES AND PROGRAMS <br /> I <br /> 3-210 GENERAL EMPLOYMENT POLICIES <br /> i <br /> 3-211 Patents/Copyrights <br /> The City encourages its employees to develop new ideas and to patent such <br /> j ideas. The City recognizes the right of employees to individually apply for <br /> ~ patents and copyrights and to market products for which they have individual <br /> responsibility and ownership. However, the City owns all proprietary rights in an <br /> invention, design, or work developed by City employees on or off duty using City <br /> ~ resources. <br /> i <br /> These rights are further defined by an "Agreement on Patents and Copyrights" <br /> which will be signed by each new employee as part of their offer letter upon <br /> ~ hiring and by any existing employee upon the request of the City. <br /> An employee must disclose to the City any work, design, or invention developed <br /> <br /> 1 by using City resources. Employees shall cooperate with the City in the <br /> obtaining of any patent or copyright. Employees must assign to the City all <br /> ownership rights in any invention, design, or work developed by City employees <br /> on or off duty using City resources. <br /> If the City decides not to pursue or use a patent or copyright, it will assign to the <br /> employee, rights to pursue, use, and market the patent or copyright. The City <br /> may retain licenses in the invention or publication in the event of an assignment. <br /> Employees who apply fora patent or copyright for an invention, design, or work <br /> must inform the City Manager in writing of both the application. and the <br /> disposition of the application. <br /> SEE: The "A reement on Patents and Co ri hts" form available in Human <br /> g pY 9 <br /> Resource and Risk Services. <br /> 3-212 Conflict of Interest <br /> City employees may not serve on City policy boards or commissions except as <br /> specifically provided by City ordinance or as required to perform official City <br /> duties. <br /> City employees may not use City time to participate in matters of personal <br /> Human Resource and Risk Services Revised: 09/16/02 <br /> <br />
