City of Eugene
Human Resource and Risk Services Policies
3-810 SICK LEAVE FOR NON-REPRESENTED EMPLOYEES (Revised 08/21/02)
Sick leave is a form of insurance given to reduce the financial burden for
employees of non-occupational illnesses and injuries. Regular full-time
employees accrue ninety-six (96) hours of sick leave per year. Regular part-time
employees accrue pro-rated sick leave based on their regular hours worked
(note -overtime worked is not considered in the determination of sick leave
accrual). Sick leave does not accrue during leave without pay. Fifty-six (56)
hour fire personnel accrue one hundred forty-four (144) hours of sick leave per
year.
.Sick leave may be used for personal illness and injuries, for qualified family
medical and parental leave, and for medical, dental, and eye exam office visits

~ (as long as employees get approval from their supervisor in advance of the
appointment). If possible, employees should schedule appointments during
off-duty hours, particularly if an employee's absence requires substitute staffing
to assure adequate service. If employees choose to travel outside the Eugene
metropolitan area for a doctor's appointment, the travel time is not covered by
sick leave. Sick leave is not allowed for disabilities resulting from employment
other than with the City.
Sick leave is not allowed for injury or illness that is compensable under Workers'
Compensation, unless the employee is receiving time loss benefits and has
exhausted the time loss supplement benefit described in Section 7-220. Once
an employee has exhausted the time loss supplement benefit, the employee
may use other leave accruals at their discretion (e.g., sick leave, vacation,
holiday and comp time) to continue the supplement. During this time, the
employee will not accrue additional leave on the unpaid (LWOP) time, but will
accrue leave time on the time coded to paid leave.
An employee requesting time off due to non-occupational illness or injury or
medical appointment must charge the time to his/her sick leave accrual If an
employee has no sick leave time accrued, s/he will be placed on leave without
pay unless an exception is granted. Exceptions will be granted for chronic,
long-term,- or catastrophic illnesses only. If an exception is granted, the
employee may use other available accruals for sick leave.
SEE: Section 3-835 for Illness while on vacation for Non-Represented Employees
SEE: Appropriate Labor Agreement for Represented Employees
SEE: Section 7-200 for more information about Workers' Compensation for
Human Resource and Risk Services Revised: 08/21/02
