Project Review <br />Summary of Benefits for Non-Represented Employees <br />Interview/Observation: 04/06/2003 - Myrnie Daut Risk Services Manager, HRRS reviewed and provided <br />input <br />Agency Compliance: The City's benefits packages vary, depending on the employee group. The <br />Benefits Plan for Exempt (non-represented) employees is governed by the policies <br />set by the Executive Managers and Human Resource and Risk Services. The City <br />offers a generous, comprehensive benefits plan for all regular employee groups. <br />The plan for Exempt employees includes the following: <br />Health Insurance (medical/dental/vision); vacation; sick leave; paid holidays; <br />retirement program; deferred compensation (2% employer match to a minimum <br />employee's 1%), disability and death benefits; life insurance; educational aid; <br />employee assistance program; and other leaves of absence as covered by policy or <br />the law (jury duty, military leave, compassionate leave, educational leave, medical <br />leave, etc). Every covered employee is provided a detailed packet of information <br />upon hire, detailing the benefits offered and the parameters of those benefits. <br />Thereafter, employees receive updates and the plans are modified or on an annual <br />basis, when a new handbook is published and distributed. <br />The benefits plan for the AFSCME represented employee group is established, <br />updated and. modified through the collective bargaining process. The union <br />contract details the benefits, or refers the reader to the City's Benefits Plan <br />handbook or the Administrative Policies and Procedures Manual. . <br />Temporary employees are not afforded benefits, except as required by law <br />Since Compensatory Time is earned in lieu of overtime worked, only FLSA covered <br />and a few select FLSA Exempt employees are eligible to accrue comp time. <br />Administrative Policy 3-327 Compensatory Time Accrual Limits govern the limit of <br />which Exempt employees can accumulate comp time hours, and how those hours <br />can be used.
