Drug and Alcohol Policy-(APPM Section 3-229) <br />The City of Eugene is covered by the federal Drug Free Workplace Act and has adopted the <br />provisions of the Act, which include the following: <br />Reporting for work under the influence of alcohol or drugs, or use of alcohol or drugs during working <br />hours, is strictly prohibited. The unlawful manufacture, distribution, dispensation or possession of <br />any controlled substance is prohibited in the workplace. The law requires that if you are convicted <br />of violating any criminal drug law, you must report the conviction to your supervisor within five days <br />of the conviction. You may be dismissed from employment for violation of any part of this policy. <br />In addition, non-represented employees are covered by a City policy on the use of drugs and <br />alcohol. This policy can be found in the APPM. If you are a member of a bargaining unit, you <br />should refer to your labor contract for the specific drug and alcohol policy that applies to you beyond <br />the provisions of the Drug Free Workplace Act and prohibited conduct in the APPM. <br />Smoking Policy-(APPM Section 3-230) <br />The use of any lighted smoking instrument or device (cigarettes, cigars, and pipes) is strictly <br />prohibited in indoor work areas at all facilities owned, leased, and operated by the City of Eugene, <br />including all motorized vehicles and motorized equipment leased and operated by the City of <br />Eugene, unless expressly permitted by collective bargaining agreement. Smoking will be allowed in <br />designated outdoor patios, balconies, walkways, and other outdoor areas as long as smoke does <br />not infiltrate another work area. <br />This policy applies to all employees and members of the public when inside City-owned or leased <br />facilities and vehicles. <br />City Equipment- (APPM Section 3-220) <br />City equipment, facilities, supplies, and other property are to be used only for City business and <br />cannot be used for personal use either during or outside regular working hours, except for <br />occasional use of office equipment as defined by policy. Please review this policy carefully prior to <br />using any equipment (including phones or computers) to ensure you understand what is acceptable <br />and what is prohibited. The City reserves the right to search or inspect City equipment or facilities, <br />such as desks, files, lockers, or offices, from time to time for work-related or administrative <br />purposes. Abuse or misuse of City equipment, facilities, supplies, or other property will be grounds° <br />for disciplinary action. <br />City Vehicles-(APPM Section 7-330) <br />The use of a motor vehicle is a part of many City operations. The City's self-insured automobile <br />liability coverage applies only when City vehicles are used with permission, and in the course and <br />scope of your duties. This means the use of City vehicles for private benefit will subject you to full <br />personal liability in the event of any type of accident. Family members or friends may not be <br />transported in City vehicles. Drivers of City vehicles are required to obey all traffic laws, including <br />the requirement to wear seat belts. <br />All City employees who are required to operate a vehicle are expected to maintain a good driving <br />record. All employees who operate City vehicles will be entered into the State of Oregon Auto Flag <br />System. The Auto Flag System generates a report anytime there is an action taken on a license <br />that is entered into the system. The Auto Flag System is intended to make certain that employees <br />who operate City vehicles have a valid and correct classification of license for the vehicle they <br />operate. <br />Page 6 <br />
