City of Eugene <br /> Human Resource and Risk Services Policies <br /> Under .most circumstances, employees do not change position numbers when <br /> given an acting in capacity assignment. If the assignment causes the employee <br /> to move across. departmental lines, the employee's position number can. be <br /> changed by submitting a Personnel Action Form (PAF). <br /> SEE: Appropriate Labor Agreement for Represented Employees <br /> <br /> ii <br /> NOTE: Acting-in-capacity pay for EPEA and IAFF-represented employees is <br /> given when they assume the duties and responsibilities of a higher classification <br /> for a temporary period of time. The employee must meet the minimum <br /> qualifications for the assigned classification and must perform the full scope of <br /> <br /> j work in the assigned classification. <br /> 3-425 Red Circle Policv <br /> 3-425.1 Red Circle: Definition (Revised 09/16/02) <br /> "Red circle" is the freezing of an employee's salary for a period not to <br /> exceed twelve 12 months due to reclassification to a lower a ran e a <br /> ( ) p Y g <br /> reduction in pay range due to market data or a voluntary job change to <br /> avoid lay-off. Benefits are not red circled. <br /> 3-425.2 Red Circle: Reclassification (Revised 09/16/02) <br /> When an employee's position is reclassified and the pay range of the new <br /> classification is lower than the employee's pay in the former classification, <br /> the employee's salary is red-circled, at the former salary. In accordance <br /> with Section 3-425.1, the employee's salary remains red-circled until it <br /> falls within the pay range of the new classification or for a period of twelve <br /> (12) months, which ever occurs first. At the end of twelve months, an <br /> employee's salary is reduced to the .highest step of the pay range for the <br /> new classification. General pay adjustments are not given to red-circled <br /> employees, until the employee's salary is within the pay range of the <br /> current classification. <br /> 3-425.3 Change from Non-Represented to Bargaining Unit Position <br /> (Revised 09/16/02) <br /> At the time a non-represented position is reclassified to a bargaining unit <br /> position with a lower pay range, the employee becomes a member of the <br /> Human Resource and Risk Services Revised: 09/16/02 <br /> <br />
