City of Eugene <br /> Human Resource and Risk Services Policies <br /> employees whose positions demand substantial overtime. <br /> <br /> 1 <br /> The extraordinary overtime benefit is authorized by the Executive Manager in <br /> consideration of the additional hours worked by an exempt employee that are <br /> uncompensated hours. It is not intended to be an hour for hour benefit. <br /> I <br /> Certain assignments of limited duration of a few weeks or months, but requiring <br /> unusually long hours may also be compensated through extraordinary overtime. <br /> Examples of these may include: Council priority requests, special projects, <br /> j activities or events (e.g., the Eugene Celebration), budget audit, priority <br /> development plan reviews, legislative session, an emergency call or activation of <br /> the City Emergency Plan. <br /> i <br /> An extraordinary overtime benefit maybe granted in the form of compensatory <br /> time off or cash payment depending on employee preference and on the Executive <br /> Manager's determination of his/her budget situation. A time balance update form <br /> must be processed for all extraordinary overtime benefits granted. <br /> 3-324.4 Administration of the Policy (Revised o9/16/02) <br /> So that managers are able to review and assign exempt management vacation <br /> days, overtime hours worked will be tracked and reported to managers on a <br /> quarterly basis. In order to produce this report, overtime exempt employees must <br /> record all hours worked on their time sheet. Prior to the beginning of each fiscal <br /> year, Executive Managers will review the overtime hours that have been worked <br /> to evaluate the equity of the distribution of the exempt vacation benefit within <br /> their department and review consistency of application across the City. <br /> 3-324.5 Library Employees <br /> Supervisory and professional library employees hired prior to July 1, 1977, may <br /> retain the four-week vacation benefit, but are not eligible for paid overtime or <br /> compensatory time accrual except for the extraordinary overtime as defined in <br /> Section 3-324.4. However, with the approval of the Library Services Director, <br /> they may be included under this revised policy.
