<br /> i <br /> example, the Wetlands Program Supervisor has managed over $2 million in land <br /> acquisition grant funds since 2001. <br /> b. Increased number of employees supervised. In 1999, the Wetlands Program <br /> Supervisor supervised the Mitigation Bank Coordinator, and provided work program <br /> direction to the TNC Stewardship Ecologist contract employee. Currently, the <br /> Wetlands Program Supervisor does that work, plus supervises the Wetlands <br /> <br /> I' Ecolo ist soon to be a Cit <br /> g' ( y position, currently a contract position) and provides work <br /> program direction for two BLM employees that are partially funded by the City of <br /> Eugene. In addition, the number of seasonal employees supervised by the Wetlands <br /> Program Supervisor has increased from four (4) in 1999 to eighteen (18) in 2003. <br /> The seasonal employees are hired for about 5-6 months of the year. <br /> c. Increased amount of land managed by Wetlands Mitigation Bank and the West <br /> Eugene Wetlands Partnership. The land base managed. by the Wetlands Mitigation <br /> Bank and by the Partnership increases each year. With the increasing land base <br /> comes added responsibilities to effectively manage the land to meet stated <br /> management objectives. <br /> d. Increased complexity of funding for staff and project implementation. The City, <br /> BLM, The Nature Conservancy, and other partners have become increasingly <br /> sophisticated in their ability to fund staff and projects by combining resources. <br /> Although this has improved the Partnership's ability to accomplish work, it has also <br /> increased the need for interagency coordination and interagency agreements to <br /> effectively and fairly administer work. <br /> e. Number of partners in the West Eugene Wetlands Partnership has increased, <br /> leading to more need for interagency coordination. In 1999, there were five (5) <br /> partners in the West Eugene Wetlands Partnership. Currently, there are eight (8) <br /> partners. This increase in the number of partners necessitates more need to focus <br /> on complex, interagency coordination and facilitation. In addition, the new partners <br /> have initiated some new program goals (e.g., wetlands education programs and <br /> facility planning and construction), which has expanded the scope of work for the <br /> Wetlands Program Supervisor. <br /> 2.
