Assists the City in complying with Federal, State, and <br /> local water quality regulations. <br /> Serves on interagency, interdisciplinary teams for wetland restoration and <br /> management projects to comply with the National Environmental Policy Act <br /> (NEPA). <br /> Provides complex staff assistance to the Natural Resources Section Manager and <br /> the Parks and O en S aces Division Director. <br /> 15% Supervises professional and technical staff, including the Mitigation Bank <br /> Coordinator (Senior Program Specialist) and the. Wetlands Ecologist (currently <br /> undergoing classification review). Responsible for the selection and supervision of <br /> assigned staff; assigns work and ensures appropriate training is provided; <br /> investigates complaints; recommends and administers disciplinary actions; <br /> handles sensitive personnel matters; exercises full supervision over employees. <br /> Facilitates staff development on core technical skills and broader organizational <br /> issues such as diversity and creating and maintaining a respectful work <br /> environment. <br /> Directs portions of work program of one contract employee (The Nature <br /> Conservancy's Stewardship Ecologist) and two employees from the U.S. Bureau of <br /> Land Management (a GS-9 Botanist and a GS-11 Natural Resources Specialist), <br /> in consultation with employees' supervisors and managers. Ensures that work <br /> performance meets quality and content of scope of work. Works with employees' <br /> supervisors to address performance issues. Works with partner agency <br /> supervisors to identify and fund appropriate training opportunities for West Eugene <br /> Wetlands Partnership staff. <br /> Hires and supervises a large seasonal work force (18 seasonal staff for 5-6 <br /> months durin 2003). <br /> 10% . Manages numerous contracts and grants that usually impact multiple agencies <br /> within the West Eugene Wetlands Partnership. Prepares grant applications; <br /> ensures compliance with grant reporting requirements; serves as department <br /> liaison with granting agency. Manages numerous contracts for professional <br /> services and trade services work. Prepares bid specifications for services; <br /> negotiates contracts with vendors; recommends bid awards. Oversees the work of <br /> outside consultants. <br /> 5% Develops information for public presentations and media coverage. Prepares City <br /> Council Newsletter articles, news releases, and conducts interviews with the media <br /> (radio, television, and newspaper).
