3. OBLIGATION OF THE GOVERNMENT; BILLING PROCEDURES <br /> The Government is not obligated for any work performed under this <br /> agreement until the agreement is signed by the parties. The total <br /> i <br /> i costs for the initial seed and plant collection shall not exceed the <br /> j .limitations provided above. The City will, on a monthly basis, bill <br /> the Government for services completed by providing itemized invoices <br /> in triplicate outlining the work performed. Upon review and <br /> ' approval of the invoice items, the Corps of Engineers will promptly <br /> execute payment in the amount equal to the costs incurred by the <br /> City. <br /> 4. AUTHORITY As signatory to this agreement the City assures <br /> I <br /> that it is legally constituted with full authority and capability to <br /> perform the terms of its agreements. <br /> 5. EXAMINATION.._OF RECORDS..... The City shall make available at its offices, at <br /> reasonable times, the accounting records for inspection and audit by <br /> an authorized representative of the Corps of Engineers during the <br /> period this Cooperative Agreement is in effect. <br /> 6. FINAL REPORT.
