With reduced Enhancement funding for FY 2000-03 there will be increased demand <br />for the remaining funds, and little room to accommodate those who fail to get funds <br />obligated on time. Those who miss an assigned obligation date in FY 2000 or 2001 <br />risk having all or part of their project set back to FY 2004 or 2005 so that others who <br />are ready to proceed can use the next available funds. It is important to get your <br />Prospectus and agreement completed before projects are selected for the 2002-2005 <br />STIP. Otherwise, your project will be considered inactive and may not be carried <br />forward into the new STIP. <br />Status Report: It has been nine months since adoption of the STIP and well over a <br />year since project selection. Still, many Enhancement projects are without a Project <br />Prospectus and Inter-governmental Agreement (IGA). As the program manager, 1 am <br />evaluating the status of all Enhancemenfprojccts-especially those. assigned funding <br />... i.n the current fiscal yP?r.~~lhic!? ends SeptR!~~er;30: l ~vill be giving a progress report <br />to the Transportation Commission. in September. . <br />Response Needed: ODOT staff, with input from affected parties, is now evaluating <br />which projects should be delayed to meet the reduced Enhancement funding level in <br />the FY 2002-05 STIP. No specific response is needed from you at this time. If your <br />project is identified for delay, you will be contacted soon by me or by the ODOT <br />Federal Aid Specialist in your region. However, if you are willing to voluntarily delay <br />right away. Please check the information on the attached sheet. If it is not current, <br />please return corrections to me (mail or FAX) by Thursday, August 31, 2000. <br />realize how important your Enhancement project is to your agency or community. <br />I know it is disappointing to hear that projects will be delayed. However, there is no <br />intent by ODOT or the Commission to cancel any projects already approved and in <br />the STIP.
