A summary is provided below, <br />along with some critical information on the timing and funding of your Enhancement <br />project (captioned above). <br />Summary of OTC Action: The Enhancement Program will be reduced by $10 million <br />---- - ---- ------#undng-through fiscal year-(Flr7 2003-to-make-inorefonds--available for-pavement ----- <br />- -idge-prf'`~er-v~tion:-Half-o~this-ea#-(~5-mitHanj-~w+l-~o~~ne fr-em~;,~o <br />Enhancement Program and the other half from the Local Program. The Commission <br />also reduced total Enhancement--funding to $3 million per year-for fiscal years ~ 4 -- -- - <br />and 2005. There are no projects yet identified for those program years. <br />The seven Statewide Enhancement projects selected for FY 2000 and 2001 will not <br />be affected. In the Local Enhancement Program, projects have been selected and <br />programmed through FY-2003. The Commission's action removes half of the funding <br />for FY 2002 and 2003. No projects have been canceled, but the.funding of several <br />projects set ~ror ~ Y ~uuu tnrougn wu~ wm pe aeiayea u <br />STIP Revision Process: Deciding which projects to delay will not be easy. The <br />process will involve several steps, with input from the five ODOT region offices, the <br />Enhancement project selection committees, affected parties, and other stakeholders. <br />Further review will occur as ODOT develops the FY 2002-2005 Statewide Trans- <br />portation Improvement Program (STIP). The final decision will be based on many <br />factors, including project cost and current program year, work in progress, original <br />ranking in the Enhancement selection process, links to other projects or other funding <br />sources, and the sponsoring agency's readiness to proceed. <br />A project is considered ready to proceed when the sponsoring agency completes a <br />Project Prospectus and Inter-governmental Agreement, and obtains federal approval <br />to begin work.
