May 1, 2002
The Honorable Peter DeFazio
U.S. House of Representatives
2134 Rayburn House Office Building
Washington, DC 20515-3704
Dear Congressman DeFazio,
I am writing to respond to your inquiry into the obligation of funds approved by Congress in 1998's
"Transportation Efficiency Act for the 21S` Century" (TEA-21) for renovation of the Eugene Train
Station and construction of the Fern Ridge Bike Path Extension. Thank you again for your ongoing
support and interest in these key community projects.
In an attachment to this letter please find obligated/unobligatedba1ance-of--funds data prepared by City
of Eugene staff on both projects. In the Eugene Train Station Renovation, the figures provided reflect
the cost of acquiring the land, for which several major hurdles have been cleared after some delay. The
eminent domain procedure will require additional time, during which we will continue the design
process now under way with an excellent team of consultants. We are firmly committe to moving
fnnz~arrl ~a~ith the land nnrnhace the rlecian' anal enheennent nhlioatinn nfrPmaininu fitnrlc fnr
m
The Fern Ride Bike Path extension will resume construction in June of this year, with an estimated
completion date of November 2002. A contract was awarded September 2001 in the amount of
$1,708,414 to Fowler Construction Co., of Dallas, Oregon. Construction of this project and the
obligation of funds dedicated for that purpose is moving forward in a focused and timely fashion.
I hope that the attachment to this letter will provide all the data and project status information that you
and your staff require as you prepare for the reauthorization of TEA-21. In monitoring these projects
and evaluating new projects of great significance to the 4 Congressional District, plea~o not
hesitate to contact me if I or my staff can be of further assistance to you.
Sincerely,
Jim Carlson
City Manager pro tem
JRC/jph
cc: Kathie Eastman
Kathy Weatherly
