__. _ <br />EXHIBIT A <br />NON <br />j Projectname: Clean Water Action Project <br />Recipient: City of Eugene <br />Project Number: W04550=i70 I DEQ Agreement No. 062-04 <br />BACKGROUND <br />The Clean Water Action Project (Project) to reduce pesticide use in lawn care will provide information and incentives to <br />homeowners in selected Eugene and Portland area neighborhoods who traditionally use lawn pesticides (specifically weed <br />and feed products) and offer them organic lawn care alternatives. The goal of the Project is to come up with a successful, <br />cost-effective education and incentive program that can be replicated in other watersheds throughout the state to reduce <br />chemical runoff from lawns that contributes to nonpoint source pollution. The Project aims to educate and motivate <br />homeowners to decrease the use of weed and feed type products and to test a number of new educational methods that <br />promote best management practices for maintaining a healthy lawn without causing harm to water quality and producing <br />household hazardous waste. DEQ, Metro, the City of Eugene and Clean Water Services agency are working together to <br />achieve the goals of the Project. This Grant Agreement provides funding to the Recipient for Project activities in the Eugene <br />area. <br />STATEMENT OF WORK <br />Task 1: Provide expert information (estimated completion date: June 2004) <br />'Lawn Care Expert - The Recipient will obtain the services of a lawn care expert to plan and execute an organic lawn care <br />demonstration event to be held in May or June. The expert will be available to answer questions and give information during <br />this half-day workshop in one of the selected neighborhoods. <br />Demonstration Event - The Recipient will conduct an organic lawn care demonstration event. Project funds will be used to <br />purchase organic lawn care supplies to demonstrate techniques. <br />Education materials - The Recipient will purchase informational booklets about organic lawn care to send to people upon <br />request and to distribute at project events. <br />Task 2: Demonstrate best management practices and provide incentives to change. Reports shall generally <br />- -contain brief information on each of the following: - <br />(a) Acomparison of actual accomplishments with the goals and objectives established for the reporting period. <br />(b) Reasons why established goals were not met, if appropriate. <br />(c) Other pertinent information on progress of the project. <br />Recipient shall immediately notify Agency of developments that have a significant impact on the Agreement supported <br />activities, in case of problems, delays or adverse conditions which materially impair the ability to meet the objectives of the <br />Agreement. This notification shall include a statement of the action taken or contemplated and any assistance needed to <br />resolve the situation. <br />BUDGET <br />
