U.S. ENVIRONMENTAL PROTECTION AGENCY (EPA) <br /> GRANTS AND ACQUISITIONS UNIT <br /> REGION 10 SMALL GRANTS 6VI~ANCE <br /> INTRODUCTION <br /> EPA is pleased to announce the Implementation Order to Streamline Small Grants, otherwise <br /> • known as the Small Grants Policy. EPA's philosophy guiding the Small Grants initiative incorporates <br /> a new set of principles designed to reinvent the grants process for small awards to promote efficiency <br /> ~ and enhance customer satisfaction. The Small Grants Policy advances Vice President Gore's re- <br /> ~ invention efforts to reduce administrative burdens on the grant recipient and on EPA. This guidance is • <br /> intended for use by EPA Assistance Recipients and outlines the purpose, goals, and. general <br /> procedures for Small Grants. <br /> I <br /> <br /> I <br /> WHAT IS A SMALL GRANT? <br /> A~small grant is defined as a grant or cooperative agreement with a dollar value not exceeding <br /> $100,000 in Federal funds; budget and project periods are of the same duration; and the projects are <br /> fully funded at the time of award (typically, this agreement will not be amended to increase funding). <br /> ARE ANY ASSISTANCE PROGRAMS EXEMPT FROM THE SMALL GRANTS POLICY? <br /> - <br /> rants o cy exc u es: <br /> • . Performance .:Partnership Grants <br /> • Fellowship Grants <br /> • .Loans <br /> • Senior .Environmental Employment (SEE)-Program Coop®rative Agreements <br /> • Environmental Program Grants to State, Interstate and Local Agencies <br /> Construction Grants <br /> <br /> ~ Superfund Cooperative Agreements awarded under 40 CFR Part 35, Subpart 0 <br /> • ~ State Revolving Fund Program Capitalization Grants <br /> ~ Indian Environmental General Assistance Grants. <br /> ~ HOW MUCH MONEY MAY BE REQUESTED, AND ARE MATCHING FUNDS <br /> i REQUIRED? <br /> The ceiling for any one grant is $100,000 in EPA funds. There is no minimum dollar award <br /> request established. Applicants may be required to provide matching funds if law, statute, regulations, <br /> Executive Order, or Official Agency Policy state otherwise. <br /> ARE SMALL GRANT RECIPIENTS 5UBJECT TO EPA'S REGULATORY OR <br /> STATUTORY REQUIREMENTS? <br /> .y <br /> The Small Grants Policy does not relieve recipients from complying with any statute. or <br /> regulation. <br /> f~.
