V. DISCUSSION <br /> A. Policy Issue <br /> There are no policy issues for Council associated with this item. <br /> B. Background and Anal~is <br /> The Alton Baker Park Master Plan, written in 1973 and amended in 1979, 1986, and 1997,.a11 <br /> include an element called a "Tree Garden." An excerpt from the June, 1986, Alton Baker Park <br /> Master Plan states: <br /> Sub-Zone 2D -Tree Garden <br /> Purpose: This area is proposed to be developed with groves and groupings of trees and other <br /> plants to surround the lawn area and create small, interesting places. A wide variety of trees <br /> and shrubs will be planted primarily for spring and summer bloom and <br /> fall color. <br /> Uses: Support facilities and structures could include paths, walks, benches, water features, <br /> horticultural beds, rest rooms and shelters. <br /> Attachment 1 shows the extent of the tree garden concept in the newest version of the West <br /> Alton Baker Park Master Plan. <br /> In December, 1994, I had a conversation with Mayor Ruth Bascom about the tree garden concept <br /> in the Alton Baker Park Master Plan. Mayor Bascom wished to donate money to help implement <br /> the tree garden concept. We talked about how this could be done and I suggested the city <br /> establish a trust fund to receive her money and any other subsequent donations. I then wrote a <br /> memorandum which described the vision for the tree garden and for the trust to support it. We <br /> decided to call the trust fund the Hays Memorial Trust and to call the project the Hays Memorial <br /> Tree Garden. <br /> On December 20th, Mayor Bascom delivered a-check to me in the amount of $100,000. Under <br /> the terms of the trust agreement, $70,000 can be spent to implement the Memorial Tree Garden <br /> project. The balance of $30,000 is used to establish an endowment from which interest earnings <br /> are used for maintenance of the project. <br /> <br /> . The vision statement for the Hays Memorial Tree Garden outlines the general concept of the trust <br /> and the tree garden. Major elements are presented below. At the time we wrote the vision <br /> statement, Mayor Bascom wished her donation to be anonymous; thus, the use of the term, "the <br /> donor." <br /> Vision Statement for the Hays Memorial Trust and the Hays Memorial Tree Garden <br /> <br />
