AGENDA ITEM SUMMARY Item No:
Meeting Date: October 12, 1997
EUGENE CITY COUNCIL Department:LRCS
ITEM TITLE: STATUS REPORT -HAYS MEMORIAL TREE GARDEN IN ALTON
BAKER PARK
I. ACTION REQUESTED
None. Status report only.
II. COUNCIL ACTION HISTORY
There is no previous Council action on this item. _
III. BRIEFING STATEMENT
The Alton Baker Park Master Plan, written in 1973 and amended in 1979, .1986, and 1997, all
include an element called a "Tree Garden." As mayor, Ruth Bascom was an avid supporter of
Alton Baker Park and the tree garden concept. In December, 1994, Mayor Bascom approached.
staff with the idea of creating a trust fund to receive donations _to implement the tree garden
concept. She also informed staff that she would like to donate $100,000 to make the concept a
reality.
Working with her, we drafted a vision statement for the use of the trust funds to create the Hays

Memorial Tree Garden, named after her mother. The general concept would be to create the
opportunity for citizens to donate funds to pay for the planting of one or more trees to honor,
remember, and memorialize family members or friends who have died. Donors could also
purchase such items as planting beds, park walkways, fountains, benches, and other park
amenities within the Memorial Tree Garden.
The first draft of a landscape plan for the Hays Memorial Tree Garden, has been completed by
Public Works landscape architects. The purpose of this briefing statement is to explain the
project to Council and provide a status xeport.
IV. SUGGESTED MOTION
No motion is needed.
i
