Prior to the region <br /> being designated as a Transportation Management Area (TMA) federal transportation funds programmed <br /> for the region were allocated by formula. The City was eligible and participated in the Fund Exchange <br /> program to exchange federal funds for state funds on the ratio of $100 federal for $94 state. Exchanging <br /> federal funds for state funds gave the City considerable flexibility and substantially less process in using <br /> the funds.
