However, you may note that each amendment <br /> request included a budget that reflected a grant amount of $250,000, reflecting our understanding <br /> that the original allocation would be left whole. <br /> Based on our understanding that funding for 50% of the improvements would come from State <br /> Parks we contracted and constructed the improvements. 'The improvements include an ADA <br /> accessible trail to go along the ponds, a 10-space parking lot with benches, bike racks, railings, <br /> drinking fountain, an enclosure for a portable restroom, a stormwater quality facility for parking <br /> lot runoff, and extensive landscaping. As evidence that these improvements were a good <br /> investment for the City and State Parks, this facility already has become a popular access point <br /> for the greater Delta Ponds and has been recognized in our City Council newsletter. <br /> The City of Eugene and the Army Corp of Engineers remain committed to the complete vision <br /> for Delta Ponds. We continue to partner with additional agencies and organizations to further the <br /> improvements at Delta Ponds. The value of the overall improvements on the ground to date is at <br /> least $1.7 million. As such, you can see that the bigger project submitted with the original. grant <br /> application is intact and ongoing, albeit at a slower rate than anticipated: In addition to the <br /> recreation improvements described above, other recent accomplishments include: <br /> ¦ $2.88 million identified in the recently authorized federal transportation bill for amulti-use <br /> path through Delta Ponds connecting the Ruth Bascom Riverbank Trail System to the greater <br /> north Eugene community. This path will further provide and encourage recreation <br /> opportunities at Delia Ponds. <br /> ¦ Implementation of a project to provide pedestrian refuges on Goodpasture Island Road to <br /> facilitate movement from one pond area to another. <br /> ¦ Completion of an ACOE contract as an early phase of the enhancement project to improve <br /> the water flow in the ponds, enhancing the habitat and aesthetics of the area. <br /> Ongoing invasive vegetation management funded by a grant from the Bureau of Land <br /> Management. The City's contractor has completed the removal of invasive species on 25 <br /> acres in the Delta Ponds area, and 25;000 native plants will be planted in upcoming months. <br /> The Delta Ponds project is rooted in partnerships. With the help of Oregon Solutions we have <br /> created a declaration of cooperation with 25 entities, including the Oregon Parks and Recreation <br /> Department. As noted in our reimbursement request, more than $7,000 of time, labor and <br /> materials has been donated.for the recreation improvements completed during the grant period, <br /> primarily by Rotary Club members as part of that group's Centennial Project. Additional <br /> volunteer work is done by the Lions Club and the Eugene Stream Team on an ongoing basis. <br /> We appreciate the support we have received from Oregon Parks and Recreation staff and <br /> <br /> understand the limitations that the grant, program presents. On the other hand, the' original grant <br /> application had alarger-than-normal Ioca1 share, and we believe otxr final grant request is in line <br /> with the 50% share allowed by the department.
