We respectfully request that the Oregon Parks and Recreation <br /> Department fully fund our reimbursement request of $217,459 for recreational improvements at <br /> Delta Ponds in Eugene, Oregon. It is our understanding that Michele and Wayne support our <br /> request but lack the authority to grant it.. <br /> The Delta Ponds recreation improvements fulfill the mission of the Oregon Parks and Recreation <br /> Department. Delta Ponds is an abandoned gravel pit that has become a community treasure in <br /> the midst of an urban environment. The project provides and protects this outstanding natural, <br /> scenic, cultural, historic and recreational site for the enjoyment and education of present and <br /> future generations. <br /> The amount of our request is 50% of the recreational expenditures we incurred during the grant <br /> period. Our original grant application envisioned a larger project, partnering with State Parks for <br /> $250,000 as part of $1,070,000 in recreation improvements that, in turn, were part of a $6.2 <br /> million City of Eugene and Army Corps of Engineers (ACOE) project for environmental <br /> restoration of the Delta Ponds.. <br /> The full ACOE funding has been delayed, resulting in a reduced scope of work to be completed <br /> during the grant period. In July 2004, we discussed this issue with Michael Carrier, Marilyn <br /> Lippincott, Wayne Rawlins and Steve Greenwood of Oregon Solutions. We believed we had <br /> agreement to process a reduced scope of work of just over $500,000 with a grant amount of <br /> $250,000 (please note the enclosed summary letter and corresponding budget requesting the <br /> amendment). The amendment was processed describing the reduced scope. <br /> An additional minor amendment was processed in 2005 to reflect a delay in some improvements <br /> due to unanticipated wetland regulation complications (please note the May 2005 letter and <br /> revised budget reflecting this).. <br /> <br />
