Broadway
Eugene, Oregon 97401
Subject: Progress Report for Cooperative agreement #EMS-2004-GR-0035
May 10, 2007
The City of Eugenie, with our consultant, Roger Sutherland and Fred MacGregor ofPacific -
Water Resources (PWR) continues work to accomplish the tasks and activities for the mapping
and analysis required for this agreement. PWR is working closely with FEMA in this endeavor.
Work has progressed. but not without issue or problems. .
The Hydraulic Analysis, Mapping and TSDN were submitted for review on November 8, 2006
per Activities 9,11,12, and 14 of MAS#OR-1-2003, City of Eugene, Or, Lower Amazon Creek.
A confirmation email from Daniel Basketfield of the Map Mod Tearn was received on
November 11, 2006.
{
The following is a review of our progress throughout this process
Activity 1- 2: Pre-Scoping and Scoping went well, however the process determined holes in
our available information that prolonged the next couple of activities. We also determined that,
newer regulations required additional efforts than previously thought. This put us in a catch up 3
mode for future activities.
Activity 3-4: Survey and mapping and topographic development: This task hit a snag when we
determined the data we had was not sufficient or as encompassing as we originally understood.
Because of this we had orthographic photo's taken and rendered for 2' contours for the project
site. This task extended our scheduled and budget much beyond our original agreement. Due to
changing requirements for Survey information, understanding of requirements and compliance
took additional time for staff, consultants and FEMA staff to adjust to.
Activity 5: Independent QA/QC Review of Topographic Data: Completed task using a process
of discussions with FEMA and getting a better understanding of the 2003 procedures.
