Four essential aspects of <br /> CS3 include: 1) effective decision-making, 2) outcomes that <br /> reflect community values and are sensitive to environmental <br /> resources, 3) the principles of sustainability and 4) solutions <br /> that are safe, efficient and financially feasible. The <br /> development of a context sensitive and sustainable solution <br /> ~I involves a common series of steps, regardless of the particular <br /> activity: management structure; problem definition; evaluation <br /> framework; alternatives development screening, evaluation and <br /> selection; comprehensive communications; and <br /> implementation. <br /> I <br /> Capitalize on Funding Opportunities <br /> • Look for opportunities to leverage OTIA III funds. <br /> ' Program Management Firm /Team Responsibilities <br /> i <br /> I <br /> The program management firm proposals are required to describe how <br /> the Governor's, Legislative Assembly's and ODOT's goats and <br /> objectives wilt be met. In addition, the proposals must describe how <br /> each firm will provide the list of services described in the following <br /> section. <br /> Program Management <br /> Program management includes several activities that provide day-to- <br /> ~ day direction to the program, ensure quality projects at least cost, <br /> manage services and supplies, and provide auditable cost accounting <br /> for the program. Examples of program management-related tasks <br /> include the following: <br /> • Delivery Methods - Develop a strategy that provides a range of <br /> contract sizes and uses contracting techniques that ensure <br /> expedient delivery and enhance the engineering and <br /> construction industry's ability to grow in support of program <br /> delivery requirements. <br /> • Economic Stimulus -Measure the economic stimulus effect and <br /> create a reporting structure to document how the program is <br /> maximizing job creation and enhancing trade sector industries. <br /> • Environmental Justice -Develop and implement strategies to <br /> involve low-income and minority communities in the <br /> transportation decision-making process and identify <br /> opportunities created by transportation projects. <br /> http://www.odot.state.onus/otia/otia3objectives.htm 3/25/2004 <br /> <br />
