<br /> Nov. 8. 2007 2:03PM. for,?~try No. 9278 P. ~ <br /> Oregon Department of Forestry <br /> Forest Legacy Program <br /> Grant Narrative <br /> Fiiscal Year 2007 <br /> Background: The Cooperative Forestry Ass'sstanee Act (CFAA) of 1978, as amended <br /> (16 U.S.C. Chapter 49, §2103c et. Seq.) provides authority for the U.S. Secretary of <br /> Agriculture to provide financial, technical, educational, and related assistance to States, <br /> communities and private forest landowners. §1217 of Title Xll of the Food, Agriculture, <br /> Conservation. and Trade Act of 1990 (P. L. 101-624:104 slat. 3359); also referred to as <br /> the 1990 Farm Bill, amended the CFAA and allows the Secretary to establish the Forest <br /> Legacy Program (FLP) to protect environmentally important forest areas that are <br /> threatened by conversion to non forest uses. This authority continues indefinitely. <br /> Through the 1996 Farm Bill (Federal Agricultural Improvement and Reform Act of 1996; <br /> P.L. 104-127; Title I11 ~ Conservation; Subtitle G ~ Forestry; Section 374, Optional <br /> Grants for Forest Legacy Program), the Secretary is authorized, at the request of a <br /> participating State, to make a grant to the State to carry out the FLP in the State, <br /> including the acquisition by the State of lands and interests in lands. <br /> Description: The FLP identifies and protects environmentally important private forest <br /> lands that are threatened by conversion to non-forest uses. With this program, a State <br /> grant option exists. Oregon Department of Forestry (ODF) wishes to exercise the State <br /> Option and is requesting a grant for the acquisition of South Eugene Hills Phase I~ <br /> parcel located with the Forest Legacy Area in Lane County. The acquisition will protect <br /> an Oregon White Oak woodland from development; will allow the City of Eugene fio <br /> actively management the ~woodland'to improve its overall heath; and will provide public <br /> access for hiking on this and other city owned properties. <br /> Target - Parcel t4 be acquired with FLP FY '07 funding: <br /> Tract Name Acres Count ,Federal Fundirt Non-Fed. Match <br /> South Eu ene Hills, Phase I 25 Lane Co, $460,000 ~ $440,000 <br /> Methodoloay/T_imetables: . <br /> 1. Oregon will use all grant funds under this award for the acquisition of land in Lane <br /> County, title to which will be held in fhe name of the City of Eugene. . <br /> 2. The City of Eugene will acquire this property to insure that the property will <br /> a. ~ Meet the conservation objectives and goals of the FLP and Oregon's AON, and <br /> that a governmental entity will hold ownership in the (and in perpetuity, <br /> b. Generally provide the public use and access where suitable and compatible with <br /> the State's AON and the City of Eugene's land management objectives, <br /> c. Prohibit the subdivision of the property. <br /> <br />
