- Letter of Agreement between: the Association of Oregon Counties (AOC), the League of

.I Oregon Cities (LOC), and the Oregon Department of Transportation(ODOT).
This letter summarized our understanding regarding the status. of transportation funding
agreements between AOC, LOC and ODOT:
i
1. The parties agreed to the distribution of the local share of the FY 2000 STP using the
existing formula (proportionate increase) as provided in Misc. C&A 17130 Amendment No.
1 and Misc. C&A No. 17141 Amendment No. 1;
2. ODOT has informed AOC and LOC that it is not in a fiscal position to make funds available
~I to individual cities and counties through the fund exchange program or to provide a state
j contribution to the match on Surface Transportation Program (STP) or Highway Bridge
Rehabilitation and Replacement Program (HBRR) projects. Accordingly, the ODOT will
terminate the fund exchange and local match programs on October 1, 2000, and for the
remaining years of the TEA-21 authorization;
l
3. ODOT agrees to provide AOC and LOC the financial information that documents this fiscal
position and recognizes that it is important that AOC and LOC be able to share this
information with their members. AOC and LOC agree to use this information in determining
their response to these issues.
I'~ 4. The parties agree to nego#iate one funding .agreement (or agreements, if necessary) to run
for the remainder of TEA-21. The parties wilt have the agreement(s) approved by -
I' September 30, 2000.
