City understands and agrees that only City's Public Ilvor engineering fivision has <br />rr~et all certification criteria and that full certification is conditioned upon City's <br />successful completion of test projects and written approval from State. City also <br />understands and agrees that chile federal-aid projects may originate from one or <br />mare of City's other divisions or departments, City's Public vllorks engineering <br />Division shall provide quality control, oversight and have final approval authorityfarall <br />such federal~ald projects and ensure that rules, regulations, and processes autlined in <br />this Agreement are'talfa~red. <br />. City understands and agrees that it must successfully perform tvuo to four test <br />projects, Which nay be select project phases, and until successful, retain conditional <br />local agency certification status. State gill conduct performance measurennnt and <br />quality assurance reviev~rs during all phases o~ the test projects. At the conclusion of <br />the second test project and each subsequent test project, an assessment ill be <br />made by City and State to determine Whether or not City should proceed to gulf <br />Certified status or continue pith another test project l~pon successful completion of <br />the test projects and Britten approval by State, City shall b fully certified to <br />adn~inisterfuture federal~ald projects that are not on the fl~1 in accordance pith this <br />Agreernent~ <br />4. State retains its responsibility to f~HIIIIA far the administration of all federal~id <br />projects if requested by City, or if deemed necessary by State in order to meet its <br />obligations to f=f~1111A, State ~rifl act forCity in athermatters pertaining to projects. <br />. State and City shall each assign a liaison to coordinate activities under this <br />Agreement and assure that the interests of both parties are considered during all <br />phases of any projects. State's Regional Local Agency Liaison shall provide program <br />advice and support a needed throughout ala projects. <br />City understands and agrees that final approval for full Certified status is conducted <br />through the State's Local Government Section Team Lead or equivalent in <br />conjunction vuith State's Region C111anager and may be rescinded at any time upon <br />City's request or if, in the opinion of the State's Local government Section Team Lead <br />or equivalent and State's legion fVlanager, it i necessary to do so, The rescission <br />may be applied to all or part of the programs or projects approved under the <br />Certification Program, <br />~~ State shall conduct random oversight reviews on City's Certification Prograr~ and <br />projects through the State's Local government Section at least once every tv~a ~~} <br />years after City has been warded full Certified status, State may, at any time, initiate <br />3 <br />
