r~ <br />through multiple signals, given the number and frequency of turning movements to and <br />from driveways, stopped buses impeding the right lane, percentage of heavy trucks, etc. <br />It has been suggested that improvements to West 11 `h Avenue could be a less expensive <br />alternative to constructing new facilities such as the West Eugene Parkway. Given the <br />magnitude of existing development along West 11`" and the conditions described above, <br />this needs to be put into perspective. To obtain optimal spacing and phasing consistency <br />between signals on West 11`", the following reconstruction and/or operational changes <br />would need to occur: <br />• Garfield Street at West l lth would need to have a southbound dual right-turn lane <br />constructed as a complement to the eastbound dual left, requiring additional R/W <br />and reconstruction of the signal. <br />• McKinley Street would need to be realigned north of West l lt" to intersect <br />directly across from City View Street, forming a cross-type intersection 1,250 feet <br />west of Garfield Street. <br />• Conger Street would need to be realigned north of West 1 lt" approximately 300 <br />feet east to form a tee intersection 1,250 feet west of the new McKinley/City <br />View intersection. <br />• Oak Patch Road would need to be realigned south of West l lth approximately 100 <br />feet east to form a tee intersection 625 feet west of the new Conger Street <br />intersection (by employing lead/lag left turn phasing, these offset tees would be <br />capable of simulating the five-phase rotation and timing plan on either side and <br />providing progression on West 11 th at half-spacing). <br />• Tyinn Street would need to be realigned north of West l l~h approximately 200 <br />feet west to provide the same 625 feet of spacing west of the new Oak Patch <br />signal and consideration should be given to realign Acorn Park Street about 300 <br />feet to the east to align with this signal as a cross-type intersection. <br />• Seneca Road should be realigned westerly about 300 feet to provide the 1,250 <br />foot separation from Tyinn/Acorn Park. Another consideration at this point <br />would be a southerly extension and new bridge across the Amazon channel, <br />connecting with Quaker Street and a potential realignment of the south end of <br />Quaker to align with the signalized Brittany Street intersection on West 18tn <br />Avenue. The intent of these proposed changes and the one noted directly above <br />would be to redistribute and reduce traffic demands at the West 11 `h at Bailey Hill <br />Road intersection, particularly west to southbound left turns. <br />Without substantial physical improvements such as those detailed above and aggressive <br />access management (closure of perhaps up to half of all driveway curb cuts), coupled <br />with construction of turnouts at all LTD bus stops, the total cost of which with R/W and <br />displacements could quickly be in the multi-million dollar range, the suggestion that <br />
