Westside BR~' (Em-X) ltouting <br />Selecting the route for a Westside extension from the Eugene Station out to a West l ltn <br />area corridor is an important consideration for a semi-fixed transit system. A suggested <br />assumption set should be identified and could include: <br />• A West l lt" corridor could and should be widened to include the area roughly two <br />to three blocks north and south of 1 lth between Eugene Station and Beltline. <br />• Dedicated R/W for the transit way should be identified for more than 90% of a <br />minimum of one lane, preferably two lanes where practical. <br />o Due to R/W limitations, poor intersection and signal spacing/phasing, and <br />uncertain scheduling, direct service on West 11`" between Chambers and <br />Bertelsen could and should be avoided. <br />• Any midblock crossings of streets by the proposed line shall be signalized, with <br />priority assigned to Em-X (level two, below Emergency vehicles). <br />o Existing residential neighborhoods, which rely heavily on on-street parking (in <br />particular, the area on West 11`" between Jefferson and Chambers) should be <br />avoided, due to potential impacts to parking and large canopy trees. <br />• Potential feeder service, which could include a loop down Bertelsen to 18t", west <br />to Willow Creek, and north to 11 t" (with potential to continue north to Roosevelt <br />or Royal, or west to Greenhill Tech. park) should be coordinated with station <br />locations. <br />Based upon these assumptions, a practical route could depart Eugene Station traveling <br />west on the south side of West 11 th Avenue to Charnelton, Lawrence, or Jefferson Street, <br />turning south to West 13t" (prior to the residential neighborhood along West 1 lt"). The <br />alignment could then proceed along the south side of 13t" with a station at the Lane <br />County Fairgrounds, continuing west with the next station on the east side of Chambers, <br />continuing west with a new si~nal on 13t" at Garfield. West of Garfield, the alignment <br />would extend to the end of 13t Ave. R/W adjacent to the Amazon west of Arthur Street. <br />By constructing a new bicycle bridge over the Amazon at this point and re-routing the <br />Fern Ridge Bike Path beneath the power lines to City View, the BRT line could be placed <br />over the existing bike path to a new signalized crossing of City View Street, an <br />appropriate location for the next station. <br />West of City View, the proposed route would continue along the north side of Amazon <br />Creek to the Buck Street R/W where either feeder service or a replacement to the Seneca <br />Station (which could be relocated to the south side of West 1 lt" Avenue). The route <br />could then proceed westerly, crossing over the bicycle path which shifts from the south <br />side of the Amazon to the north side at Quaker Street, and Em-X would be on the south <br />side of Amazon Creek west of Quaker. Proceeding westerly, BRT would be placed on a <br />Rexius service roadway along the south side of the creek, extending to Wallis Street. <br />West of this point, the route would meander southwesterly on a new alignment to West <br />13th Avenue east of Ocean Street. The last station could be placed at Bertelsen, Interior, <br />Commerce or similar turnaround opportunity. <br />
