~' .'~ <br />(10% reduction for (10% reduction to buffer the sensitive adjacent land) some 30 acres developed as <br />Light Medium Industrial (reasonable worst-case) would generate approximately 1,555 daily trips, 240 <br />during the AM and 265 during the PM peak hourly periods. Wastewater service to this site will not be <br />available until completion of the Legacy Interceptor, which has begun construction and should be <br />completed within the next year or two. <br />-------- The Transportation Impact Analysis (TIA) previously,performed evaluated a-423,000 square foot - - <br />Hospital and 100,000 Medical Office Building, which using the Kittelson equation for a co-located <br />Hospital and MOB projected about 11,000 daily trips with 778 during the AM and 854 during the PM <br />peak hours. The impacts of a potential increase of about 540 AM and 590 PM trips would need to be <br />evaluated against the capacity and operational aspects of roadways adjacent to or downstream of the site, <br />with trips distributed across available routes. Using a distribution pattern similar to that evaluated for the <br />Delta Ridge site (zip code based), we could anticipate 15% to and from the west and northwest (via West <br />11`~ and Green Hill Road), 45% to and from the north and northeast (via Danebo, Beltline and Roosevelt), <br />15% to and from the east via West 11"' and 15% to and from the south and southeast via Willow Creek <br />Road and West 18"'. <br />The most critical elements associated with this site would be the timing of the implementation of two <br />planned projects on the ODOT facilities of West 11`f' Avenue (Terry Street to Green Hill Road), ~ <br />improvement to urban standards - TransPlan project 333; and the final phase of Beltline Highway <br />improvements between West 11 "' and Roosevelt - TransPlan proj ect 312. Prior to completion of these <br />major projects, there may be the need to provide some mitigation on the existing system to accommodate <br />the additional peak hour trips (540 AM, 590 PM) such as the planned realignment and signalization of the <br />Crow Road/West 11 "' intersection (aligned with Ed Cone Blvd.) with left-turn refuges. The estimated <br />costs of such mitigation could range between $500,000 and $800,000. It is also likely that additional <br />mitigation at the intersection of West 11 `~' and Beltline, similar to those described in the Willow Creek <br />Road site should be assumed. <br />Page 4 of 4 <br />
