,- <br />i' . t~~ <br />Riverfront Research Park (southwest). PDD staff should also provide details on parcels that would <br />comprise this site, total acreage, zoning and other data for this site. Current uses here generate <br />commercial and institutional type trips that likely total less than half of the anticipated volumes from <br />hospital and medical office building use. The major capacity constraints and challenges to acceptable <br />transportation operations would be at the intersections of Riverfront Parkway/Agate Street and Onyx <br />Street with Franklin Boulevard. Additional lanes would be unlikely to satisfy acceptable operations <br />during peak periods and a third connection further west on Franklin Boulevard (such as the Avenue B <br />--depicted in-the-Riverfront Reseazch-Park master plan)-would-be-necessary-to-adequately serve this area ------ --- --- <br />and the cost of such construction is likely to be in the $750,000 to $1,500,000 range. <br />West 11te Avenue at Willow Creek Road. This 47.73 acre site (17-04-33-40, TL 301 is currently <br />undeveloped and has been annexed into the City. This site has a base zoning of I-2 Light Medium <br />Industrial Zone and the same Metro Plan designation. The parcel is bordered on the.east and southeast by <br />BLM wetland restoration area that is part of the WEWP. Assuming that buildout could utilize 90% of the <br />parcel (10% reduction to buffer the sensitive adjacent land) some 43 acres developed as Light Medium <br />Industrial would generate approximately 2,225 daily trips, 310 during the AM and 340 during the PM <br />peak hourly periods. Wastewater service to this site will not be available until completion of the Legacy <br />Interceptor, which has begun construction and should be completed within the next year or two. <br />The Transportation Impact Analysis (TIA) previously performed evaluated a 423,000 square foot <br />Hospital and 100,000 Medical Office Building, which using the Kittelson equation for a co-located <br />Hospital and~~N10B projected about 11,000 daily trips with 778 during the AM and 854 during the PM <br />peak hours:, The impacts of a potential :increase of about 465 AM and 515 PM trips would need to be <br />evaluated':~against the capacity and operational aspects of roadways adjacent to or downstream of the site, <br />with trips distributed across available routes. Using a distribution pattern similar to that evaluated for the <br />Delta Ridge site (zip code based), we could anticipate 15% to and from the west and northwest (via West <br />11 `t' and Green Hill Road), 45% to and from the north and northeast (via Danebo, Beltline and Roosevelt), <br />15% to and from the east via West 11~' and 15% to and from the south and southeast via Willow Creek <br />Road and West 18`~'. <br />The greatest capacity constraint and challenge to acceptable transportation operations will be the short <br />distance on West 11"' between Willow Creek Road and the Beltline Highway intersections. Other critical <br />elements associated with this site would be the timing of the implementation of two planned projects on <br />the ODOT facilities of West 11'i'~Avenue (Terry Street to Green Hill Road), improvement to urban <br />standards - TransPlan project 333; and the final phase of Beltline Highway improvements between West <br />11~' and Roosevelt - TransPlan project 312. Prior to completion of these major projects, there will be the <br />need to provide some mitigation on the existing system to accommodate the additional peak hour trips <br />(465 AM, 515 PM) such as widening West 11~' and the Willow Creek Bridge to provide a dual left turn <br />from eastbound West 11 "' to northbound Beltline (widening on Beltline also required to provide two <br />receiving lanes) and adequate baek-to-back left turns from eastbound West 11 ~' to southbound Willow <br />Creek Road (could necessitate dual turn lanes as well). A future anticipated flyover ramp from west to <br />north is also anticipated. Direct access to West 11 `i' at this site is extremely unlikely. The estimated costs <br />of such mitigation could range between $1,500;000 and $10,000,000 (with flyover and widening of <br />Beltline). <br />Westllte Avenue Ed Cone Blvd. This 33.48 acre site (17-04-32-00, TL 606) is currently undeveloped <br />and recently annexed into the City. This site has.a base zoning of I-2 Light,Medium Industrial Zone and <br />special heavy industrial Metro Plan designation. The parcel is bordered on the west and north by wetland <br />restoration area that is part of the WEWP. Assuming that buildout could utilize 90% of the 33.48 acres <br />Page 3 of 4 <br />
