The design of the area was to ailow 30 vehicles to <br />park and still allow room for a school bus to turn around. If parking was tightiy controlled and the bus turn around area used then I <br />suspect closer to 60 cars could fit into that area. 1'm just guessing this number from looking at the space and some actual <br />measuring would help define that closer. <br />The area outside of the reconfigured parking lot will be similar #p the other grass areas in ABP with the exception that due to this <br />being within the Willamut Natural Area we wiN be using a native grasses and forbs planting mix instead of the more typical non-native <br />agricultural grass mix we have in the nther locations. One difference is while we mow the ag. grasses earlier in the season, we <br />would anticipate not mowing these natural grasses until mid to late August in order to let them go to seed naturally. This shouldn't <br />impact the ability to do on-grass parking after mid August but would hamper that type of use before then. I think i talked a little above <br />abaut how tong this area could be used, but again it wauld really depend an what damage was observed once the rains started. This <br />area is naturally more rocky than some of the others we have so perhaps could be used longer but I really have no way to asses that <br />potential. <br />We do plan to piant a double row of trees (about 40 or sa) in an are starting near the BMX track and running close to and parallel to <br />the canoe canal. The area between the new trees and the logs of the reconfigured parking could handle a couple rows af cars but I <br />suspect the total might be closer ta 100 than 200. In order for us to get good establishment on the plantings we feel it would be best <br />for us ta plant this fall. This would allow the vegetation to have both the fall growing period and the fallowing spring growing season <br />to become well established before having to survive the hot weather af summer. While i think we w'tll want to put a couple inches of <br />mulch on this area earlier, I can see where we could delay seeding this area to October or perhaps November. The new mulch could <br />be parked on and will both controi dust and look much better than the open ground does currently. <br />Can we reach any type of special use permit to park lot 9 as in the past? We estimate that we can park approximately 100 <br />vehicles in that space. Lot 9 has been used in the past to allow overflow media and working staff parking. Both lot 8 and <br />9 have been NO-TAILGATING lots and we would continue to enforce this. We would also expect to manage/enforce the <br />permit holders for this lots not to burden the city with that aspect. <br />I wouid think we could do an annual permit to park cars in lot 9. As we have in the past, we would still be interested in keeping a few <br />spaces for people who want to access the Whilamut. <br />Leo Harris Parkway - would you please notify the appropriate city staff and ask that they provide us (Vicki Strand) the <br />direction for requesting to use the street for the six home football games in 2008? If this becomes a simple yearly request <br />Vicki , the Director of Event Services, will handle this assignment. <br />I spoke to Kurt Corey recently about this issue and we agreed that I can facilitate the Leo Harris Parkway issue. If Vicki wants to <br />send an official request for a new agreement for use of the parkway then I can process that request. The primary involved staff in <br />Public Works to review such a request would be myself and Gary McNeel of Engineering. If Vicki wanted to suggest compensation <br />for that use to be based on the amount designated within the past agreement and add some type of inflation indexing then I would <br />think that would be pretty simple to get approval far quickiy. <br />Science Factory- I believe that the Athletic Department has made a fair proposal to the SF, we have offered them <br />compensation for the next six years to help support their mission. At that point the Athletic Department expects them to <br />be only relying on the Oregon football parking revenue they produce from parking the grass area around their building. <br />This is one I think we should taik about in person. As I have stated in the past I think it great that the University is willing to do <br />something that transitions the Science Factory off this revenue stream in a phased manner. Hawever, since the lot is owned by the <br />City of Eugene and is a part of Alton Baker Park this becomes a bit complicated to ensure we accomplish this is a manner that is <br />both legal and publicly acceptable. I'm sure you and I both have the goal that everyone involved ends up as happy as possible (or at <br />least accepting) with any resolution and we don't end up with this becoming a public controversy before the City Council as it did the <br />last time. <br />Compensation - with the $10 per space concept, could we explore the possibility of adjusting to this significant increase <br />(previously was $300/game for lots 8and 9) by taking into account the money we plan to pay the SF on an annual basis for <br />the next 6 years? We feel that the community at large benefits tremendously from Home Football Games yet we need to <br />7%] 8/2008 <br />
