Harris Parkway resulted in a loss of parkland that was required to be mitigated <br />due to federal funds having been spent in Alton Baker Park. The mitigation <br />was resolved by transfer the University lands south and east of Leo Harris <br />Parkway to become a part of Alton Baker Park. <br />o Use of Leo Harris Parkwav. A provision in the 2001 TDM agreement which <br />allowed the University to use the eastern half of Leo Harris Parkway for parking <br />on University event days expires at the encl of 2007. The University pays the <br />City an annual fee of $10,000. <br />o Use of ~aved parking lot north of the Science Factorv. The 2001, <br />Transporfation Demand Management Plan (TDM) prepared by the University in <br />conjunction with the Autzen Stadium Expansion identified the paved parking <br />area norfh of the Science Factory as a bus staging area for University event <br />days. In 2002 the City executed a ground which gives the Science Factory <br />non-exclusive rights to this parking lot for staff and patrons. This parking area <br />had been historically been used by the Science Factory to generate revenue <br />through selling tail-gating spaces for game days. As part of the negotiations <br />for the use of this lot the University agreed to pay the Science Factory an <br />annual fee to replace lost revenue. In 2006 this fee was approximately <br />$30,000. This University and Science Factory agreement regarding these <br />payments ends at the end of 2007. <br />o Use of an a~proximate 100 foot bk 100 foot area adjacent to Leo Harris <br />Parkwa~and the Autzen Canoe Canal Bridqe for bicycle parkina. The TDM <br />plan also calls for use of a secure bicycle parking area. The University has an <br />agreement with the Active 20/30 club for managing this "Duck Pen". An <br />agreement between the University and the City limits the amount that can be <br />charged to one dollar per bicycle. The City receives no revenue from this use. <br />Science Factory- Use of grass area surroundinq building. The Science Factory has <br />historically sold parking spaces for University events on the grass areas <br />surrounding their building. The City issues an annual park use permit allowing <br />parking on the grass within a limited area within the park. The Science Factory <br />pays the City 20% of the net revenue from this use. <br />Emerald Valley BMX- Use of 5-acre leasehold. Emerald Valley BMX also has <br />historically sold parking spaces for University events on the grass areas <br />surrounding their track. The City issues an annual park use permit allowing <br />parking on the grass within a limited area within the park.
