developing a plan for the appropriate mix of passive recreational uses for East Alton <br />Baker Park. This plan was adopted by the Willamalane District Board of Directors and <br />the Eugene City Council in March of 1996. The by-laws also include powers and <br />duties to monitor implementation of the East Alton Baker Park Plan in consultation with <br />City of Eugene and Willamalane District staff; and to undertake other work <br />assignments or duties as requested by the Eugene City Council or Willamalane District <br />Board of Directors. <br />In 2002, the CPC proposed renaming East Alton Baker Park as the Whilamut Natural <br />Area of Alton Baker Park. An Administrative Order was signed on February 28, 2002, <br />making the name change official. <br />Hammerthrow Area <br />A pre-existing agreement with Lane County for use of a portion of East Alton Baker <br />Park by the University for a hammerthrow practice facility was terminated upon transfer <br />of the park to the City of Eugene. The City of Eugene entered into an agreement with <br />the University to extend this usage through 2005. This agreement has not been <br />renewed, although it is the City's understanding that some use of the facility has <br />continued by the post collegiate groups. A recent request by the University to <br />commence use of the site for hammerthrow activities was denied by staff due to the <br />lack of a current agreement, and a recommendation from the CPC to discontinue <br />hammerthrow use in the Whilamut Natural Area. On October 1 1, 2007, the CPC <br />decided to allow the post collegiate groups to use the site through the end of 2007. <br />City staff have offered to work with the interested parties to locate and develop a new <br />hammerthrow facility in West Alton Baker Park, outside the Whilamut Natural Area. <br />However, there is some question if the members if the local hammerthrow user <br />community has sufficient internal interest in order to generate participation in <br />developing such a new facility. <br />Parking Agreements with Various Organizations <br />The genesis of most of these agreements stems from practices existing in 1993 when <br />ownership of East Alton Baker Park was transferred from the County to the City. In <br />general, the transfer agreement obligated the City to honor past agreements made by <br />the County until they expired or were renegotiated with involved parties. The <br />agreements are as follows: <br />University of Oreqon_ <br />o Use of ABP Lots 8 and 9. A 1997 Intergovernmental Agreement between the <br />City and the University of Oregon, requires a payment of $300 to the City for <br />each major University event day which use lots 8 and 9. This agreement <br />expires in December of 2007. <br />o It should be noted that lots 8 and 9 were once a part of the Autzen complex <br />prior to the construction of Leo Harris Parkway in 1986.
