The
Rachel Carson Center will relocate from Churchill High School to this new facility and hold their
regular classes daily at the center in the classroom dedicated to the students in this program.
Another separate classroom will be available for visiting students and a curriculum package will
be available for teachers. The foyer, auditorium, and library will be available to the public and
other groups. Audubon will provide docents to lead tours and interpretive hikes through the
wetlands. There will be outdoor facilities including a covered gathering area, board walks, and
interpretive signs around the building. Visitors can stop in at any time during daylight hours and
it is anticipated to draw a large number of travelers coming and going to the coast from Eugene
(the center will be visible from West 11 tn)
Wetlands Operations and Restoration
Currently, the education center building contains space for some of the mitigation bank

" operations. Included in the design layout is a room for seed storage and cleaning, a mudroom,
space, and office space for wetland mitigation bank administration. The building design is not
complete at this time and due to size limitations, these operations components may not be able to
be accommodated in this building. The facility planning sub-committee is currently considering
this issue and may identify other locations for an operations center for the wetlands, including
recent discussion about acquisition of the corner lot at 11`" and Danebo that has Larry Baxter's
RV's & manufactured homes. Other possibilities are developable lots off Atlantic Avenue which
is immediately adjacent to some mitigation bank sites. If these operations plans do not come
through, one possible location to stage some operations may be the Public Works Maintenance
