4.18 Either on a regional or case-by-=case mitigation basis, develop better information as to existing <br /> • wildlife habitat values and a mechanism, such as the modified Habitat Evaluation Program <br /> (HEP), to measure future wildlife gains on mitigation sites. <br /> Development <br /> 4.19 Allow development of wetlands that meet the criteria for wetland development contained in <br /> .
