The program uses a pavement management system to identify roads that would benefit <br /> the most from preventive maintenance. Because it is much less expensive to rehabilitate <br /> (overlay) roadways than to reconstruct them, the City strives to preserve as much of the City's <br /> roadway investment as possible with the limited amount of funds available.
