Upon determining that a ground for revoca- <br /> tion of a ease or permit exists, the Airport Manager shall provide written <br /> notice of evocation to the operator. Normally, notice of revocation shall <br /> be effecti a after 15 days. However, if continuance of the lease or permit <br /> affords an immediate risk to the public health, welfare, or safety, or inter- <br /> feres with another permitted activity at the Airport, the revocation shall <br /> be effecti a when issued. <br /> 11. PENAL IES. <br /> 11.1 Right to Remove. <br /> 11.1.2 Ban From Use of Airport. Any person who violates these <br /> rules and whose continued presence at the Airport endangers persons or <br /> grope ty at the Airport or interferes with public use of the Airport or <br /> its a ficient operation, may be banned from the Airport by order of the <br /> Airpo t Manager. Such an order shall be in writing and be immediately <br /> effec ive upon service upon the person. The order shall state the rea- <br /> sons or the ban and the length of time for the deprivation. The <br /> affec ed person may appeal the order to a hearings official by filing <br /> a wri ten appeal with the Airport Manager. The order of the Airport <br /> Manag r shall remain in effect during the pendency of any appeal.
