M E M O R A N D U M <br /> August 16, 1 91 <br /> T0: Ma or and City Council <br /> FROM: P1 nning and Development Department and Public Works Department <br /> SUBJECT: We t University Residential Parking Zone Permit Fees <br /> The City of ugene currently administers two residential parking permit pro- <br /> grams in hig ly congested neighborhoods in order to allow on-street parking <br /> spaces to be utilized by area residents, guests and property owners. Both <br /> programs are permit based. The West University Neighborhood parking program <br /> (WUNA) and t e South University Neighborhood parking program (SUNA) operate <br /> very similarly but because of their origins, the SUNA program is fee based <br /> and the WUNA program is not. The attached proposed administrative order <br /> would establish fees for the WUNA program that are commensurate with the fees <br /> paid by SUNA permit holders, and would authorize fees for future residential <br /> parking permit zone programs. <br /> Background: The SUNA program began in 1978 through the efforts of area resi- <br /> dents and pr petty owners who requested that the City regulate parking by <br /> non-resident and was a fee-based program from its inception. Not every <br /> block in the outh University Neighborhood is included in the program, and <br /> residents an property owners of individual blocks may petition the City to <br /> join or leave the program. <br /> The WUNA program was implemented in 1983 as the result of a federal grant and <br /> includes all f the West University Neighborhood. The grant covered all the <br /> City's costs f administering the program, and therefore permit fees were not <br /> necessary or uthorized at that time. <br /> Costs and Rev Hues: The grant funding for WUNA ended in 1986 and now the <br /> general fund is supporting half of the cost (59,000) of administering and <br /> operating the program. The remaining 59,000 is supported through the sale of <br /> daily and mon hly permits to commuters who wish to park in the area. Cita- <br /> tions issued nder the program support the cost of enforcement (parking con- <br /> trol officers and vehicles) but do not bring in additional revenue. - <br /> Annual progra costs are incurred through the installation and maintenance.of <br /> signs (510,00 the issuance of -approximately 700 permits and the accompany- <br /> ing file main enance (55,600) and printing and permit information distribu- <br /> tion (52,500). These costs total 518,100. <br /> Based on the umber of permits issued in 1990, a permit fee of 515 per year <br /> would generat approximately 59,100. Like SUNA, permits for WUNA are issued <br /> each Septembe and are valid until the following September. As new residents <br /> <br /> _ apply for per its throughout the year, the permit fee would be prorated ac- <br /> cording to ho much of the permit year remains. Staff estimates that with <br /> these fees, t e program costs will be balanced. <br /> <br />
