Comparable C ties: Several other communities around the country use residen- <br /> tial parking permit zones to relieve congestion in neighborhoods adjacent to <br /> high traffic business areas or universities, and most of them are fee based. <br /> Examples include Madison, WI ($12 annual fee), Santa Barbara, CA ($12 annual <br /> fee), Seattl WA ($22 annual fee), Corvallis, OR ($10 annual fee) and Port- <br /> land, OR ($1 annual fee). <br /> Public Infor ation Process: Staff has met with the West University Neighbor- <br /> hood leaders to gather input from them on this proposal, and their reaction <br /> was very fav rable. The program has been successful in alleviating parking <br /> problems for residents, owners and guests and the $15 fee is considered a <br /> reasonable a ount, especially since it is the same amount now charged in the <br /> SUNA program. Letters have been sent to all affected property owners to <br /> notify them f the proposal, and tenants will be notified later in September <br /> through the istribution of handbills to each residence. (Because the West <br /> University Neighborhood has such a high percentage of student residents who <br /> will not arri a to the area until September, it is impossible to mail infor- <br /> mation to ten nts as well as property owners.) <br /> The proposed. ees will be posted for public comment for 15 days. If no writ- <br /> ten comment i received during that period, the fees will be adopted on Sep- <br /> tember 3, 199. Emergency rules that formalize the programs' guidelines and <br /> procedures in o regulations are now in effect and available for your informa- <br /> <br /> tion.
