MEMORANDUM
TO: rant Williams, Traffic Engineer
FRO Joan Wise
DATE. February 13, 1992
RE: Residential Permit Parking Zone Regulations
Attached is the original of an Administrative Order extending the effective date of
Residential Permit Parking Zone Regulations Emergency Rule R-5.045 for another thirty
days. You will need to contact Kathy Fieland in the City Recorder's Office to secure a
number for this before presenting it to the City Manager for signature. As you know, the
emergency rule expires tomorrow, February 14th, so this order will need to be signed by
the 14th at the latest.
I spoke with Glenn Klein about your question of whether we would need to amend
the rule to, accommodate a proposal to incorporate a portion of the University area into
the Fairmount zone and having the U of O pay for and administer the permits, as opposed
to charging fees to the tenants, and he was not sure that type of arrangement could be
authorized' by rule. He said he will look into it, but it will probably be sometime after the
middle of text week. In the meantime, you might send over an OA or memo that details
the specifics of what you want to do.
Please send us a copy of this Order after it is dated and signed by the Manager.
We will forward the Notice for the permanent rule adoption to you next week so we can

get that princess started. If you have any questions, please call.
cc: Glenn, Klein
s
