jig <br /> ADMINISTRATIVE ORDER NO. _5R-g;-9 <br /> of the <br /> City Manager of the City of Eugene <br /> CONCERNING NOTICE OF INTENDED FEES FOR ENGINEERING SERVICES <br /> FOR PRIVATELY CONSTRUCTED PUBLIC IMPROVEMENTS <br /> I, The City Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> i determine and set fees and charges to be imposed by the City for services, goods, use of <br /> <br /> ;I <br /> municipal property, and licenses and permits. In accordance with the procedures set forth <br /> therein, and the further authority of Section 7.130 of the Eugene Code, 1971, on August 14, <br /> 1992 I adopted Administrative Order No. 58-92-15 establishing fees for engineering services <br /> for privately constructed public improvements. <br /> I <br /> B. These engineering services are provided on request to private parties and <br /> other governmental agencies that construct projects that become public unprovements upon <br /> completion and are charged for on an hourly basis. Hourly rates are established at the start <br /> ~'i of each fiscal year to recover the full cost of engineering services for each classification of <br /> engineering employee. I therefore intend to repeal the currently effective fees set forth in <br /> Administrative Order No. 58-92-15 and establish fees based on the hourly rates of <br /> 'i engineering employees for the 1993-94 fiscal year as set forth in the Notice of Intended Fees <br /> attached as Exhibit A hereto and incorporated herein by reference. <br /> I!~, <br /> I~ C. The fees set forth in Exhibit A hereto are consistent with applicable policies <br /> and directives of the City Council, comparable to the fees established in other jurisdictions <br /> for providing such services, are based on the hourly rates of engineering employees, and are <br /> #~ecessary in order to comply with the City Council's directive and the requirements of <br /> Section 7.130 of the Eugene Code, 1971 that the fee charged for these services recover the <br /> City's full costs, including plan review, engineering, inspection and overhead costs. <br /> <br /> r ~,I On the basis of these findings, I order that: <br /> 1. Copies of the Notice be provided to the Mayor and City Councilors, posted <br /> ~I at two locations at City Hall, and be made available for interested persons at the offices of <br /> i <br /> xhe City Manager, 777 Pearl Street, Eugene, Oregon 97401, during normal business hours <br /> <br /> i X8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). <br /> 2. All persons desiring to comment thereon shall submit written comments as set <br /> forth in the Notice.
