ADMINISTRATIVE ORDER NO. 58-94-~~ <br /> of the <br /> City Manager of the City of Eugene <br /> CONCER(~IING NOTICE OF INTENDED INCREASE IN MAINTENANCE SERVICE RATES <br /> FOR SIDEWALK REPLACEMENT AND GRINDING <br /> The City Manager of the City of Eugene finds as follows: <br /> <br /> I <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> I determine and set fees and char es to be im osed <br /> g p by the Gty for services, goods, use of <br /> municipal property, and licenses and permits. In accordance with the procedures set forth <br /> therein, and the further authority of Section 7.130 of the Eugene Code, 1971, on or about <br /> December 1 p, 1986, I adopted rates for maintenance services for sidewalk replacement <br /> and grinding. <br /> B. These maintenance services are provided on request to private parties and <br /> Ili other governmental agencies that construct projects that become public improvements <br /> j upon completion and are charged for on a per square foot hourly basis for replacement, <br /> ar~d a flat rats for grinding. The rates are established to recover the full cost of mainten- <br /> ance services for each project. The City's personnel and other costs necessary for <br /> administration of this program have increased since 1986 and I therefore intend to <br /> increase the currently effective rates as set forth in the Notice of Intended Fees attached <br /> I as Exhibit A hereto and incorporated herein by reference. <br /> C. The proposed rates set forth in Exhibit A hereto are consistent with <br /> <br /> ~I applicable pojicies and directives of the City Council, comparable to the rates established <br /> <br /> I, in other jurisdictions for providing such services, and are necessary in order to comply with <br /> the City Council's directive and the requirements of Section 7.130 of the Eugene Code, <br /> <br /> ~I ~'j 1 X71 that the rate charged for these services recover the City's full costs of administering <br /> the program. <br /> <br /> II On the basis of these findings, I order that: <br /> 1. Copies of the Notice be rovided to the Ma or and Cit <br /> p Y y Councilors, <br /> ~I published in the Re ister-Guard a news a er f <br /> 9 p p o general circulation within the city, posted <br /> <br /> I at two locations at City Hali, and be made available for interested persons at the offices of <br /> 'j the City Manager, 777 Pearl Street Room 105, Eugene OR 97401, during normal business <br /> <br /> ',I ~I,I hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). <br /> 2. _ 'All persons desiring to comment thereon shall submit written comments as <br /> 'l set forth in the Notice.
