<br /> t <br /> ~ <br /> ADMINISTRATIVE ORDER <br /> of the <br /> Traffic Engineer of the City of Eugene, Oregon <br /> ' Establishing a Traffic Diverter <br /> r <br /> For Alder Street at East 32nd Avenue <br /> E <br /> The Tr ffic Engineer of the City of Eugene finds that: <br /> I <br /> A. he Eugene Code provides that the City Manager or (designee) shall <br /> exercise spe ific traffic duties by administrative action, including: the implementation of <br /> ordinances, r solutions, and motions of the Council and his or her own orders by <br /> installing traffi control devices; and establishing, maintaining, removing or altering all <br /> traffic control reas and traffic control devices, including traffic diverters and similar <br /> control devic s; <br /> B. dministrative Rule R-5.040TD, Traffic Diverter Procedure, provides that <br /> ,the establish ent of a traffic diverter or similar control devices would be effected by <br /> ;administrative order of the City's Traffic Engineer. <br /> C. n June 1 1994 the Cit receiv r <br /> y ed a equest from a group of Alder Street <br /> ,residents that a traffic diverter to be located at 32nd and Alder Streets to eliminate non- <br /> ~locai through- raffic. <br /> D. otice of the City's intent to consider the establishment of a traffic diverter <br /> !was given to roperty owners and tenants within the affected area of the proposed <br /> traffic diverter <br /> E. ity staff has evaluated traffic conditions in the area and determined that <br /> ahrough-traffic movements are dominate factors of Alder Street traffic between East <br /> 30th Avenue nd East Amazon Drive. <br /> I <br /> F ity staff conducted an evaluation of the affected study area including <br /> iconsideration f average daily traffic volumes, traffic speed, street geometries, <br /> ercentage of through traffic and pertain area characteristics (presence of bike or bus <br /> outes, postal r service delivery~routes, emergency vehicle or pedestrian access, or <br /> ccess to priv to property). <br /> G. ity staff has prepared a preliminary report including a recommendation to <br /> ~ ~roceed with he installation of the proposed traffic diverter. <br /> I <br /> H. he proposed traffic diverter has been reviewed and is found to be in <br /> i onformity wit the policies, regulations and criteria set forth in Rule R-5.040TD. <br /> 1 <br /> <br />
