3.1.1 Oversee all municipal and aeronautical operations at the <br /> Airport; <br /> 3.1.2 Take any action at the Airport necessary to protect and <br /> safeguard the public, or necessary to protect public and private <br /> property; <br /> 3.1.3 Regulate traffic and parking at the Airport, and install <br /> and remove traffic control devices; <br /> 3.1.4 Cause the removal from the Airport of any person who <br /> violates any of these rules or an Airport Manager directive, when that <br /> removal is necessary to insure the safe or orderly operation of the <br /> Airport; <br /> 3.1.5 Deny any future use of the Airport, except for air travel, <br /> to any person who violates any of these rules or an Airport Manager <br /> directive; <br /> 3.1.6 Initiate a NOTAM closing of the Airport or any part thereof <br /> through the FAA when unsafe conditions exist; <br /> 3.1.7 Issue, execute and administer all permits, licenses, and <br /> leases for the conducting of any activity at the Airport; <br /> 3.1.8 Limit the number of permits, licenses or leases for a <br /> particular activity at the Airport when such limitation is consistent <br /> with federal law; <br /> 3.1.9 Administer and enforce these rules by issuing verbal and/or <br /> written, directives ("Airport Manager Directive") and through any other <br /> authorized means; <br /> 3_.1.10 Set all fees and charges imposed by the City for services, <br /> goods, use of municipal property, licenses, permits and applications for <br /> the foregoing arising from operation of the Airport; and <br /> 3.1.11 Perform any other duty that may be assigned by the City <br /> Manager. <br /> 3.2. Airport Committee.. This committee was established under the City <br /> of Eugene General Policies afid Procedures IE(B) to advise the Airport Manager <br /> on the creation of policy and to develop recommendations for action items. <br /> 4. RULES OF GENERAL APPLICABILITY. <br /> 4.1 Cosrpliance with Federal Law. All aeronautical activity and <br /> commercial operations at the Airport shall comply with the regulations and <br /> <br /> directives of the FAA and any other federal agency with jurisdiction aver <br /> airports, and with the directives of the Airport control tower. <br /> 4.2 PP <br /> rm~quired.
