As the customer service <br /> c ge for these two residential categories is based on an average amount of impervious <br /> su face for all customers within a category, there is no specific relationship between <br /> ch ges in runoff from a specific site and the category average. The granting of a <br /> u orm reduction amount provides residential customers an incentive to reduce runoff <br /> on site while maintaining the philosophical approach of averaged rates. The <br /> ad inistrative ~~str -vela component, which is ~ based on fie-east-e€ <br /> impervious surface area or runoff volume from a <br /> cu tomer's site, will not be reduced. <br /> [C mment: Reductions for managing water quality will not be granted at this time until <br /> the City determines the benefits of various water quality strategies. Depending on the <br /> out ome of basin planning and the development of new quality and quantity standards, <br /> Eu ene may, in the future, consider offering reductions for on-site water quality <br /> tre tment. The current standard will be that only when there is a reduction in.quantity <br /> wil there be a reduction in the quality component of the charge.] <br /> Except for the case ofpre-existing conditions for single family residential properties where <br /> dry we is or other similar facilities contain the flow on-site and for which the City engineer <br /> may r uire less documentation, all customers must submit an engineer's study with their <br /> applic tion for areduction-e~-eic~~iptiei}. In all cases, the customer is responsible for <br /> coveri g the cost of obtaining such a study. For properties, copies of approved building <br /> permit ite plans or other similar documentation will be considered minimal .documentation. <br /> ' In sour cases, site inspection is required to verify submitted documentation. <br /> If an a licant provides a previously performed engineer's study that is approved by the City <br /> Engin rand can be verified through as-built information, the reduced impact indicated in that <br /> study ay be used to calculate the reduction-ei~tiei}. The study must meet the <br /> standa ds Misted below and i~fust reflect current site conditions. <br /> The fo lowing is a list of standards that an engineer's report, if required, must meet: <br /> 1.
