<br /> V <br /> ADMINISTRATIVE ORDER NO. 58-95-08 <br /> of the <br /> City Manager of the City of Eugene <br /> C NCERNING NOTICE OF INTENDED AMENDMENT OF <br /> YSTEMS DEVELOPMENT CHARGE METHODOLOGY <br /> The Ci Manager of the City of Eugene finds as follows: <br /> A. ections 2.020 and 7.705 of the Eugene, Code, 1971 authorize the City Manager <br /> of the City of ugene to determine and set fees and charges to be imposed by the City for <br /> services, good ,use of municipal property, and licenses and permits, and spedfically systems <br /> development arges. Section 7.710 of the Eugene Code; 1971 further authorizes the City <br /> ,Manager to ad pt and/or amend by administrative order, the methodologies used for establishing <br /> the systems d velopment charges, and provides this may be effected concurrent with the <br /> establishment r revision of a systems development charge. <br /> 6. I acxordance with the procedures set forth therein, I intend to amend the current <br /> .City of Eugene. ystems Development Charges (SDCs) for each system by 2.65%, based on the <br /> City Engineer's eview of the National Construction Cost i ndex published by the Engineering News <br /> .Record for the receding twelve months; and to revise Appendix F, of the Methodologies, the Park <br /> .System Charg Detail to included component costs not reflected in the original analysis, as set <br /> ' orth in the Noti of I ntended Amendment of Systems Development Charge Methodology attached <br /> as Exhibit A he eto and incorporated herein by reference, including the attachments thereto. <br /> C. I find that the revisions to the Methodology and the fees as set forth in Exhibit A <br /> ' ereto are co istent with adopted policles and ordinances of the City, in conformity with <br /> pplicable stat law, and should be implemented effective August 1, 1995. <br /> On the asis of these findings, I order that: <br /> 1. pies of the Notice be provided to the Mayor-and City Councllors, published in the <br /> egister Guard, a newspaper of general dreulation within the City, posted at two locations at City <br /> .all, and be m e available for interested persons at the offices of the City Engineer, 858 Pearl <br /> treat, Eugene Oregon 97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday <br /> hrough Friday, exclusive of holidays). <br /> 2. I persons desiring to comment thereon shall submit written comments as set forth <br /> n the Notice.
