<br /> t ,3. <br /> ADMINISTRATIVE ORDER NO. 58 - 95 -19 <br /> of the <br /> CITY MANAGER <br /> PROPOSED STORMWATER SYSTEM <br /> ADMINISTRATIVE RULE <br /> Pursu nt to the authority contained in Section 2.019 and Chapter 6 of the Eugene <br /> Code, 1971, i~tend to adopt the following Stormwater System Administrative Rule, to <br /> provide: I~ <br /> II STORMWATER SYSTEM ADMINISTRATIVE RULE <br /> A. Defin' io' s. <br /> In ad iti n to the definitions set forth in Sections 6.340, 6.406, and 6.506 of the <br /> Eugene Cod , 971, as used herein, the following words and phrases mean: <br /> C~ stormwater system. Those stormwater facilities located on City-owned <br /> prope , City right-of--way, City easements and any stormwater facility the City is <br /> contr ct~ally or legally obligated to operate and maintain, including but not limited <br /> to: <br /> 1. An open drainageway serving a drainage basin which has been <br /> accepted by the City; <br /> 2. A pipe or sewer and its related appurtenances which carries <br /> st~rmwater and,have been designed and constructed expressly for use by the <br /> general public and accepted by the City; <br /> 3. Streets, curbs, gutters, and other surfaces in the public way <br /> w)~ich are designed to convey stormwater; - <br /> ? 4. Roadside drainage ditches along unimproved City streets, except <br /> fo access drive culverts smaller than 24 inches in diameter; and <br /> 5. Flood control and stormwater quality facilities (levees, dikes, <br /> erIlow channels, detention basins, retention basins, dams, pump stations, <br /> i <br /> groundwater recharging basins, wetlands, etc.) that have been designed and <br /> constructed expressly for use by the general public and accepted by the City. _ <br /> Clean-u The containment and/or removal of any substance and the <br /> mitig io of damage to property or the environment to the satisfaction of federal, <br /> state, n local enforcement personnel. <br /> D schar e.
