ADMINISTRATIVE ORDER NO. 58 - 95 -19 of the CITY MANAGER PROPOSED STORMWATER SYSTEM ADMINISTRATIVE RULE Pursu nt to the authority contained in Section 2.019 and Chapter 6 of the Eugene Code, 1971, i~tend to adopt the following Stormwater System Administrative Rule, to provide: I~ II STORMWATER SYSTEM ADMINISTRATIVE RULE A. Defin' io' s. In ad iti n to the definitions set forth in Sections 6.340, 6.406, and 6.506 of the Eugene Cod , 971, as used herein, the following words and phrases mean: C~ stormwater system. Those stormwater facilities located on City-owned prope , City right-of--way, City easements and any stormwater facility the City is contr ct~ally or legally obligated to operate and maintain, including but not limited to: 1. An open drainageway serving a drainage basin which has been accepted by the City; 2. A pipe or sewer and its related appurtenances which carries st~rmwater and,have been designed and constructed expressly for use by the general public and accepted by the City; 3. Streets, curbs, gutters, and other surfaces in the public way w)~ich are designed to convey stormwater; - ? 4. Roadside drainage ditches along unimproved City streets, except fo access drive culverts smaller than 24 inches in diameter; and 5. Flood control and stormwater quality facilities (levees, dikes, erIlow channels, detention basins, retention basins, dams, pump stations, i groundwater recharging basins, wetlands, etc.) that have been designed and constructed expressly for use by the general public and accepted by the City. _ Clean-u The containment and/or removal of any substance and the mitig io of damage to property or the environment to the satisfaction of federal, state, n local enforcement personnel.
