ADMINISTRATIVE ORDER NO.58-96-12 of the AIRPORT MANAGER CONCERNING NOTICE OF PROPOSED REVISION TO AIRPORT LANDING FEE, TERMINAL BUILDING RENTAL RATE, AND ADDITION OF A JOINT USE FEE. i The Airport Manager of the City of Eugene finds as follows: I' A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. j B. Pursuant to that delegated authority I issued Administrative Order No. 58-95-12-F on October ~ 13,1995 establishing an Airport Fee Schedule. After investigating the fees charged at other airports, the City's pol}cies on recovery of user fees, and the revenue needs of the Eugene Airport, I have determined that the landing fee'set forth in section 4 of the Airport Fee Schedule as well as the terminal building rental rate set forth in i Section S of that Schedule should be revised, with a joint use terminal fee established, and the current provisions for; "New Signatory" users deleted from both Sections 4 and 5, all as set forth in the Notice of Intended Fees attached as Exhibit A hereto and incorporated herein by reference. . ~ I On the basis of these findings, I order that: ' ~ 1. Copies of the Notice be provided to the Mayor and City Councilors, persons who have requested ~ °Inot~ce, persons currently paying such charges, posted at two locations at the Airport, published in the Register Guard, a newspaper of general circulation within the City and be made available for interested persons at the ~ Iloffi~es of the Airport Manager, 28855 Lockheed Drive, Eugene, Oregon 97402 during normal business hours Ali (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). i Z. All persons desiring to comment thereon shall submit written comments as set forth in the ~togce. I will thereafter establish the fees by an administrative order.
